Title policy is not notary law. A title company may decide what it will insure or accept, but that does not prove the notarial act complied with the law governing the commissioned notary on the date of the act.

Important Virginia correction:
The Virginia issue is both historical and current. Before July 1, 2024, Virginia had not added knowledge-based authentication assessment as a listed method in the way modern RON platforms used KBA. Today, KBA being listed helps current workflows that actually use KBA, but it does not validate a foreign-signer workflow that relies on passport credential analysis plus selfie-to-ID face match while calling that biometrics.

NotaryCam / approved-vendor correction:
Do not say NotaryCam is officially approved by the Virginia government unless an official Virginia source is identified with the approval scope, date, and workflow. Platform use, title acceptance, vendor marketing, and completed sessions do not prove transaction-level compliance. For a Virginia RON session, identify the statutory identity method used under Virginia Code section 47.1-2 and the transaction record proving it.

Do not say:
- Virginia allows biometrics, so a foreign signer can use ordinary selfie face match.
- KBA was added in 2024, so the Virginia issue is fixed.
- An approved or accepted platform list proves transaction-level notary compliance.
- NotaryCam is officially approved by Virginia, so its selfie check is exactly what Virginia law requires.

Do say:
- Ask which statutory identity method was used.
- Separate title policy from notary law.
- Separate KBA, credential analysis, selfie/liveness, face match, valid digital certificate, PIV/PIV-I, personal knowledge, and credible witness.
- Use the law in effect on the date of the notarial act.
- If a platform is named, ask whether the claim is official Virginia authority, vendor documentation, title policy, or AI/trade commentary.
